Barnes to be forwarded. Algerine treaty made by president without advice of Senate and carried into effect by previous grant of Congress of $1,000,000. Spanish treaty before Senate said to be honorable to U.S. Discusses terms. Spanish and British treaties seem to conflict. English king mad.
