Memorandum, apparently written in the spring of 1784, containing a key to a cipher and comments showing Jefferson's attitude towards his proposed mission to Europe. The memorandum is not addressed but seems to have been intended for someone who thought of accompanying him. WMQ, 11W(2)242-243.
