Obligated to attend at West Liberty on business of Wheeling Bank. Capt. Howlett is gone to Washington. Lt. Brady will attend for him. Howlett's opinion is that companies of Capt. Jeffries, Gratehouse, Frazier, and Howlett compose the upper Battalion.
