Tools, equipment, and supplies originally created for the preparation, consumption, or personal storage or tobacco products or non-pharmaceutical drugs. This sub-classification does not include equipment used for the manufacture of tobacco products, which is listed in Other T&E for Materials. it does not include household receptacles for tobacco, tobacco equipment, or tobacco waste that are listed in Containers for Smoking and Tobacco.
