Has before him a debit against a vessel for an act of piracy and claiming her as forfeited to the U. S. under the Droits d' Admiralite of the U. S. None of the acts of Congress passed since the constitution say anything on the subject. I have to refer to the acts of the old Congress and have no copy of the Journals or ordinances.
